asked the Prime Minister what is the policy of the Government in reference to the mandatory system; and, in particular, whether it is in accordance with the formal declaration made by M. de Caix at the meeting of the Permanent Mandates Commission on the 19th February last?

Mr. AMERY

It is the policy of His Majesty's Government to carry out in each case the terms of the different mandates in the various categories of territories committed to their charge by the principal Allied and Associated Powers. I have noted the declaration made in connection with the Syrian Mandate by M. de Caix on behalf of the French Government, which embodies principles similar to those followed by His Majesty's Government in regard to Iraq.

Do the Government accept the general principles that were laid down by M. de Caix as principles governing the mandatory system?

Mr. AMERY

Those principles were, as I understand, laid down with reference to Syria and the "A" category of mandates. As the hon. and gallant Gentleman knows, mandates differ very widely in their character. If he will look at what M. de Caix said, he will see that they will not apply in exactly the same form to "B" or "C" mandates.
