§ Sir A. CHAMBERLAINIt has always been the practice of His Majesty's Consul-General at Canton to correspond directly with the competent Chinese authorities in that city and it still continues. This does not imply any degree of recognition of the local government as other than the provincial administration of Kwangtung.
