§ Sir A. CHAMBERLAINThe Treaty of Versailles contains no provisions vesting the granting or withdrawing of mandates with any authority. Under Article 119 the sovereignty over the ex-German colonies was transferred to the principal Allied and Associated Powers, who allocated the mandates for those colonies before the signature of the Treaty.
