asked the President of the Board of Trade if his attention has been called to the application of the flower makers under the Safeguarding of Industries Act, and that his Department asked this association to prove the excess of imports over the year 1913; if he is aware that the largest importing firms in this trade have their goods sent to this country by parcels post, and that it is impossible to ascertain the value of these goods; and if, in these circumstances, he will grant an immediate inquiry under the Safeguarding of Industries Act?

I would refer my hon. Friend to the answer which I gave on the 4th February to the hon. Member for the Western Isles, of which I am sending him a copy. I may add that where for valid reasons applicants are unable to submit precise statistical evidence, it is open to them to submit such other evidence as may be available in support of their case.
