asked the Prime Minister if he is prepared to advise His Majesty the King to appoint a Royal Commission to inquire into the overlapping of public social services, and to make recommendations as to the appropriate remedy?

The PRIME MINISTER

An inquiry, very much on the lines of that now suggested, was made in 1923 by a Committee, under the Chairmanship of the Parliamentary Secretary to the Ministry of Labour, the Committee's Report being published as Command Paper 2011. Judging from the Report, there would not appear to be sufficient ground for undertaking a more extensive inquiry at the present time, though I agree that the question of overlapping should be carefully watched.
