asked the Secretary of State for Dominion Affairs whether the Government, in coming to the decision not to sign the optional clause of the Statute of the Permanent Court, consulted the Dominions, and if so, what views were expressed by them on the subject; and whether it is proposed that this should be one of the matters discussed at the Imperial Conference in October?

Yes, Sir; the views of His Majesty's Government on this point were placed before the Dominions. I would refer the hon. and gallant Member to the correspondence with the Dominions on the subject of the Geneva Protocol (Cmd. 2458), and to page 3 of the statement made to the Council of the League of Nations by the Secretary of State for Foreign Affairs an the same subject (Cmd. 2368). The suggestion contained in the last part of the question will be borne in mind.
