asked the Secretary of State for the Colonies who advises the Crown agents on financial matters when there is a public issue of capital?

In matters relating to the issue of colonial loams the Crown agents are accustomed to consult their stockbrokers, Messrs. J. and A. Scrimgeour.

Were they consulted in this case?

Mr. AMERY

Oh, yes.

Mr. HANNON

Can the right hon. Gentleman say whether in the case of issues of this kind any suggestion is made that orders should be placed in this country?
