Mr. CHAMBERLAINNo offer for the settlement of debts has been received by His Majesty's Government from the Soviet Government.
§ Mr. WALLHEADI want to ask the Foreign Secretary whether he will consider a letter which I have received from M. Rykoff. Will the right hon. Gentleman peruse this letter if I place it before him?
Mr. CHAMBERLAINI think it would be only my duty to peruse anything that an hon. Member thinks it right to put before me; but if the Soviet Government has a communication to address to His Majesty's Government I think it should be addressed to His Majesty's Government direct, and not merely in correspondence with a third party, however distinguished.
