asked the Prime Minister whether the offer made by M. Rykoff, regarding the settlement of Russian debts to British subjects, has been brought to the notice of His Majesty's Government; and will he indicate whether the consideration of the problem will be definitely undertaken?

Mr. CHAMBERLAIN

No offer for the settlement of debts has been received by His Majesty's Government from the Soviet Government.

Mr. WALLHEAD

I want to ask the Foreign Secretary whether he will consider a letter which I have received from M. Rykoff. Will the right hon. Gentleman peruse this letter if I place it before him?

Mr. CHAMBERLAIN

I think it would be only my duty to peruse anything that an hon. Member thinks it right to put before me; but if the Soviet Government has a communication to address to His Majesty's Government I think it should be addressed to His Majesty's Government direct, and not merely in correspondence with a third party, however distinguished.
