asked the Secretary of State for Foreign Affairs if he can report what progress has been made with negotiations in regard to the German offer of a pact of guarantee?

Mr. CHAMBERLAIN

I shall be glad to give the House further information on this subject whenever possible. I am not at present in a position to add anything to my previous statements

Mr. SMITH

Has there been any alteration in the German offer since the change in the Presidency?

Mr. CHAMBERLAIN

No, Sir; as far as I know there has been no further communication

Mr. R. SMITH

asked the Secretary of State for Foreign Affairs if, in connection with the German proposal for a treaty of non-aggression, he has reached a definition of the term non-aggression; and, if so, will he communicate this definition to the House?

Mr. CHAMBERLAIN

The German Government have not, so far as I am aware, given to their proposal the title which the hon. Member employs, and I see no reason to define the term "non-aggression," which, indeed, even the hon. Member might find it difficult to do
