asked the Parliamentary Secretary to the Admiralty whether he will take steps to see that the trade certificates of all naval ratings are properly completed during their last 12 months' service by the officers competent to judge, in order that these certificates may be of real value to the men on return to civil life?

I have no reason to think that the existing orders on the subject are not properly carried out, but if my hon. and gallant Friend can quote any instances to the contrary I will have inquiries made.
