Mr. ERSKINEasked the Home Secretary whether, in order to keep the streets in a cleaner condition, he will consider the desirability of enforcing on motor omnibus proprietors the necessity of providing receptacles for used tickets, and make it an offence for passengers to throw them on the highways?
§ Sir W. JOYNSON-HICKSIt would be almost impossible to enforce any prohibition against depositing tickets on the highway, and it would be undesirable to enact legislation which cannot be enforced.

§ Mr. MACQUISTENIs the right hon. Gentleman aware that in all tramways in Scotland there is always a receptacle in which people can put their used tickets, and the citizens are tidy enough to do it on their own account. Is it not possible that London citizens should be educated up to the same standard?
§ Sir W. JOYNSON-HICKSPerhaps the hon. and learned Gentleman will arrange for a few Scotsmen to come South to teach the people here.
