asked the Home Secretary if he is aware of the number of people injured by motor traffic who are unable to secure any compensation from the car-owner responsible: and whether he will consider the possibility of making third-party insurance a necessary condition of motor ownership?

I have been asked to reply. I regret that I am not in possession of the statistics for which the hon. Member asks in the first part of his question. So far as my information goes, however, cases of this nature are comparatively rare. I am carefully considering the point raised in the last part of the question.
