21. Mr. BARCLAY-HARVEY

asked the Secretary of State for the Colonies what was the cost of administration of German East Africa in 1913; how many officials, civil and military, were required to administer that territory in that year; and what are the corresponding figures for the year 1923–24?

Excluding extraordinary or capital expenditure, the figures are as follow:

Can the right hon. Gentleman tell us the rise in the cost of living so that we may have some comparison of the real values?

Perhaps my hon. Friend will calculate it. He will see that the cost of British administration allows for that factor.

Mr. WALLHEAD

Is it the case that sanitary services are falling into disuse to a certain extent because of the small amount which is allowed to be spent on them?

Mr. AMERY

No, Sir. I hope we shall be able to spend more upon them.
