§ Mr. CHURCHILLThe answer is in the negative. I do not exclude the possibility of effecting some saving even on the current year's Estimates, but in the Budget speech I was speaking of an overhaul of the Estimates for next year. I am not, of course, giving any pledge that such a reduction will be effected. I only set it up as an object of extreme national importance towards which the Government, in all its Departments, must earnestly strive.
