asked the President of the Board of Education if he is aware that a teacher whose qualifications when employed in a State-aided secondary school entitled him to be paid on the full non-graduate scale rates for salary and pension purposes is treated as an un-certificated teacher if he transfers to an elementary school; what are the reasons for this loss of status and salary of such teachers who transfer from secondary to elementary schools; and will he take steps to put an end to this practice?

In the case of elementary schools the Burnham scales refer only to certificated and uncertificated teachers and teachers of domestic subjects and handicraft. In the circumstances mentioned by the hon. Member the teacher would be paid upon the scale (not necessarily that for uncertificated teachers) upon which his qualifications under the Code of Regulations for public elementary schools entitled him to be paid. As regards the last part of the question, the matter would be one for the consideration, in the first instance, of the Burnham Committee.
