asked the Secretary of State for the Colonies when he expects to be in a position to publish particulars regarding forced labour in Kenya Colony?

I hope that the Paper will be published on or before 29th July.

Mr. THURTLE

Is the hon. Gentleman aware that about two months ago he promised that we should have this Paper shortly?

Mr. ORMSBY-GORE

It has been in the hands of the Stationery Office some time, and it is wholly a question of the urgency of other Government printing.

15. Mr. MacKENZIE LIVINGSTONE

asked the Secretary of State for the Colonies the average rate of wages paid for native labour in the Colony of Kenya; and whether the maximum penalty that can be inflicted on a native who refuses to fulfil his agreement to work may be, approximately equal to a year's wages?

Mr. ORMSBY-GORE

The normal rates for unskilled farm labour in Kenya are eight to twelve shillings a month, with food in addition. Higher rates are, of course, paid for railway construction, wharfage work, etc. The maximum penalty, apart from imprisonment, for offences under the Ordinance is 100 shillings.
