Mr. MacKENZIE LIVINGSTONEasked the Secretary of State for the Colonies the average rate of wages paid for native labour in the Colony of Kenya; and whether the maximum penalty that can be inflicted on a native who refuses to fulfil his agreement to work may be, approximately equal to a year's wages?
§ Mr. ORMSBY-GOREThe normal rates for unskilled farm labour in Kenya are eight to twelve shillings a month, with food in addition. Higher rates are, of course, paid for railway construction, wharfage work, etc. The maximum penalty, apart from imprisonment, for offences under the Ordinance is 100 shillings.
