asked the Secretary of State for the Colonies whether he has received information that the Malta Trade Unions (Constitution) Act was not passed in the Assembly by the majority of two-thirds required by the Constitution; and whether, under the circumstances, he is prepared to advise the issue of letters patent to effect the purpose of the Bill or to indicate what other course he proposes to follow?

The Governor has informed me by telegram that he has reserved the Act for the signification of His Majesty's pleasure, and that a despatch transmitting it is on its way. On receipt of the despatch I will give full consideration to the points raised by my hon. Friend.
