On a point of Order. May I ask whether, under the Rules and Regulations of this House, it is permissible for a candidate who has been elected as a Member of this House and is already a representative in a foreign Assembly, and who, presumably, has taken the oath of allegiance to that Assembly, to take his seat in this House?
