19. Captain BENN

asked the Secretary of State for the Colonies whether it is proposed to extend the provisions of the Anglo-German trade treaty to British Mandated Territories?

Mr. ORMSBY-GORE

As soon as the ratification of the Anglo-German Commercial Treaty has taken place, His Majesty's Government propose to recommend adherence to the Treaty to the Governments of the Mandated Territories for which they are responsible, as also to the Governments of the Colonies and Protectorates, due regard being had to constitutional requirements and any special circumstances in a particular case.

Will due regard be had to the terms of the Mandate, which are that all countries shall have an equal opportunity in the Mandated Territories?

The terms are, "all States, members of the League." That has been extended to include also America, as one of the principal Allied and Associated Powers. As a matter of fact, the embargo on Germany has been raised in the Mandated Territories already.

20. Mr. H. WILLIAMS

asked the Secretary of State for the Colonies whether the Dominions have acceded to the Anglo-German Commercial Treaty; and, if not, what is their precise position in relation to that Treaty?

Mr. ORMSBY-GORE

The Anglo-German Commercial Treaty has not yet been ratified, but provision is made in Article XXXI for the accession of any of the self-governing Dominions should their Governments so desire. So far, none of the Dominion Governments has expressed a wish to accede.
