asked the Minister of Transport whether, in view of the damage caused to roads by heavy vehicles, he can give an assurance that this factor will receive the fullest consideration in re-organising the basis of taxation for motor vehicles; and if he will stipulate the maximum width of vehicles which will be permitted to use second-class roads?

The factor to which my hon. Friend refers will certainly be taken into account in any revision of the incidence of taxation of motor vehicles. As regards the second part of the question I am afraid it would be quite impracticable to prescribe a different width for vehicles when using Class II roads to that which would be allowed when they were using Class I roads.

Is the right hon. Gentleman aware that it is an absolute disgrace to allow these juggernauts to go along second-class roads endangering the lives of pedestrians who often have to scoot away like rabbits?
