HC Deb 17 December 1925 vol 189 c1605
40. Lieut.-Commander KENWORTHY

asked the Home Secretary how many persons are now undergoing imprisonment in the first division; and for what class of crime or offence is first division treatment reserved?

Sir W. JOYNSON-HICKS

No persons are at present undergoing imprisonment in the first division. It is provided by Statute that persons convicted of sedition or seditious libel and persons committed to prison under the Vaccination Acts are to be treated as offenders of the first division.

Lieut. - Commander KENWORTHY

May I ask why this was not done in the case of the 12 Communists?
