Mr. LOCKER-LAMPSONFrom 1914 to 1922 Mexico was in default in respect of its foreign indebtedness. In 1022, a settlement of the major portion of the debt was effected; cash payments under this arrangement were begun in January, 1923, but have been in arrear since July, 1023. A new settlement has recently been made under which payments are to be resumed on the 1st January next.
