asked the Secretary of State for Foreign Affairs whether he will consider the advisability of modifying any foreign treaties which impede adherence to the practice of other countries and of the Dominions which make all new import and excise duties operative from the day on which a decision thereon becomes public?

There are no such treaties, nor is the practice of other countries so uniform as the hon. Member suggests.
