asked the Home Secretary if he will institute legislation to prevent flogging being imposed on persons convicted of offences committed against the Vagrancy Act, 1824?

May I ask whether the attention of the hon. Gentleman has been drawn to a recent conviction at the Monmouthshire Quarter Sessions by the Justices who sentenced one Joseph Jenkins, who was convicted of being an incorrigible rogue, to three months' imprisonment with hard labour, coupled with six strokes of the birch? Does the hon. Gentleman, with knowledge of those facts, think that mercy was blended with justice?
