§ 16. Mr. HAYESasked the Home Secretary whether his attention has been called to the practice of arresting persons at the gates of prisons on discharge, consequent upon courts declining to take cognizance of charges other than those immediately before the court; and what steps he is taking to eliminate this procedure?
§ Sir W. JOYNSON-HICKSI do not think the few occurrences can be called a practice; indeed, I think such arrests are rare. If I find that the hon. 2408 Member's question is justified on fresh inquiry, I will consider what I can do to stop what I admit is an undesirable practice.
§ Mr. HAYESHas the right hon. Gentleman considered the opinion recently expressed on this matter by the Liverpool Stipendiary?
§ Sir W. JOYNSON-HICKSYes.
