§ The LORD PRIVY SEAL (Mr. Clynes)The only resolution passed by the Imperial Conference in this regard was that His Majesty's Government should circulate regular up-to-date information respecting the progress of this scheme, in order that consideration of Empire par- 21 ticipation might be facilitated. The necessary steps are being taken to this end. In these circumstances, the second part of the question does not arise.
