asked the Secretary of State for Foreign Affairs the reasons for the delay in carrying out the draft agreement reached at the Washington Conference in favour of calling a special conference to deal with the levying in China of an extra 2½ per cent. duty?

The special conference to which the hon. Member refers cannot be summoned until the Nine Power Treaty making provision for it, signed at Washington, has been ratified by all the signatory Powers, which is not yet the case.
