§ The PRIME MINISTERYes, Sir. I am aware that the negotiations referred to had reached an advanced stage when the present Government took office. The stage reached, however, was not so far advanced that His Majesty's Government would be justified in presenting the 973 scheme to Parliament unless they were satisfied regarding its provisions. For that purpose, the scheme is now being examined.
