§ Mr. RICHARDSThe situation as regards certain sections of the Sikhs in the Punjab has long been under the serious consideration of the Indian authorities and my Noble Friend. I fear that it would not be possible to explain the causes to which unrest or discontent is due within the limits of an answer to the question.
