63. Mr. J. HARRIS

asked the Secretary of State for the Colonies whether he is aware that by a recent judgment in Kenya Colony it has been decided that immigrant Somalis do not come under the local liquor laws which prohibit sale to natives; and whether he proposes to take any action in the matter?

Mr. THOMAS

From the reference to this judgment which I have seen in the local Press, a legal question of some complication appears to be involved. I shall consult the Governor as to the position.

Mr. HARRIS

Does not this show that it is quite an impossible task to institute racial distinctions in prohibition territory?
