asked the Financial Secretary to the Treasury whether he is aware that a considerable number of costermongers in the East End of London lack the necessary stock for carrying on their business and are without the requisite means for acquiring this stock; and whether he is prepared to formulate a scheme, in accordance with the precedent recently established in connection with distressed fishermen in Scotland, whereby small loans may be made from State funds to these costermongers, to the extent of 50 per cent. of the amount required for stock, in order that they may have an opportunity of earning a living?
