45. Mr. R. McNEILL

asked the Prime Minister what was the total amount of the public debt of Russia in August, 1914; by how much was that debt increased between the outbreak of War and the revolution of 1917; and by how much has it been increased between the latter date and the present time?

The PRIME MINISTER

I regret that no reliable particulars are available of the indebtedness incurred by Russia either between August, 1914, and November, 1917, or since. The debt in August, 1914 (apart from guaranteed loans) was 8, 800 millions of roubles.

Cannot Russia pay back that amount of roubles?
