asked the Prime Minister if Lord Milner's Committee has presented its Report to the Cabinet, and, if so, can it be laid on the Table of the House?

The PRIME MINISTER

The Report has been made to me personally. I shall be glad to publish it, but I should point out that it is of a preliminary nature only, and has not yet been considered by the Cabinet.

Sir J. NORTON-GRIFFITHS

If there should be an expression of opinion from the House or from a majority of the Members, will my right hon. Friend consider the desirability of letting us have the benefit of the investigations made by that Committee?

indicated assent.

Would it not be a waste of public money to publish this report now the General Election is over?
