§ Mr. McNEILLThe Governing Commission of the Saar consists of a citizen of France, a native inhabitant of the Saar Basin, not a citizen of France, and three persons belonging to countries other than France and Germany, who are at present of Belgian, Danish and Canadian nationality. These members of the Commission are appointed by the Council of the League of Nations for one year at. a time, but may be reappointed. I have no information as to the individual views of the Commissioners on any particular question.
