asked the Home Secretary whether he will consider making special representations to those Courts which show a particularly low percentage of probation orders to cases, in order to impress upon such Courts the importance of an increased use of probation and the appointment of an adequate number of probation officers, in view of the fact that the mere general circularisation of all Courts has not produced a satisfactory result?
