asked the Home Secretary whether his attention has been called to the suggestion made by Judge Mellor in a Manchester Court last week that motorists should be compelled to insure against accidents in order to enable them to meet their obligations when damages are assessed against them; and whether he can make a statement on the subject?

I have been asked to answer this question. The question of compelling motorists to insure against accidents has been under consideration. There are practical and administrative difficulties in framing any satisfactory scheme which it has not been possible up to the present to overcome. The matter, however, will be further considered. Legislation would, of course, be required before any satisfactory proposals could be put into operation.
