asked the Prime Minister whether he will consider setting up a committee to consider provisions for limiting the duration of speeches of private Members, as is done in the London County Council and other bodies, in view of the waste of time now experienced both in the House and in committees by irrelevant, lengthy, and/or obstructive speeches?

Provisions of the kind suggested have been frequently discussed, but have not hitherto met with much support. In these circumstances, my right hon. Friend hardly thinks that my hon. Friend's suggestion would serve any good purpose, but if it be desired to ascertain the view of the House, the subject is one which might usefully be discussed on a ballot Motion during the next Session.
