Can the right hon. Gentleman say why this decision has been postponed so long, because the House cannot now give any verdict whatever?

There has been a very large investigation lasting half the summer.

Is the Prime Minister aware that the Americans carried out a similar inquiry in 10 days and reported entirely in favour of the Navy?
