asked the Minister of Labour whether he has received a Communication from the West Ham Board of Guardians in connection with the dock strike; and can he state to the House whether he proposes to take any action?

Mr. BETTERTON

A letter was received yesterday from the West Ham Guardians asking whether any concession can be made as regards payment of unemployment benefit to dock workers resident in their area who are now on strike. My right hon. Friend proposes to reply that this matter is governed by Section 8 (1) of the Unemployment Insurance Act, 1920, and that he has no power to allow benefit contrary to the provisions of that Section.
