Mr. HARMSWORTHThe Japanese representative at the Washington Conference gave an assurance that the occupation of Northern Saghalien was "only a temporary measure," and would come to an end as soon as a satisfactory settlement could be arranged with "an orderly Russian Government." The answer to the second part of the question is in the negative.
