asked the Minister of Health if he has advanced any funds to the Poplar Board of Guardians or guaranteed any overdraft on their behalf during the last month which will enable them to pay out-relief on a scale higher than that allowed by his Order and Regulations?

The MINISTER of HEALTH (Sir. Alfred Mond)

The advances on loan to the Poplar Guardians, made since the Order came into force, have been limited to the sums estimated to be required to meet the lawful expenditure of the guardians. The guardians would render themselves personally liable for any unlawful expenditure which they may incur.

Does not the reply mean that the Poplar Board of Guardians set all the hon. Baronet's Rules and Regulations at defiance?

Sir A. MOND

That is far from being the case. They have neither set my Rules and Regulations at defiance nor exceeded' the scale laid down.

Are they not, in fact, making payments which exceed the scale laid down by the right hon. Baronet and his officers?

Sir A. MOND

In some cases that may he the case, but I have not sanctioned the payments.
