(by Private Notice) asked the Minister of Labour whether, and upon what ground, a new Regulation is being issued to govern payments to unemployed men and women, which states that unless an unemployed person has 20 stamps upon his or her card between July, 1921, and July, 1922, there can be no further benefit paid to him or her; whether it is intended that unemployed persons shall provide the total cost of 1s. 7d. in stamps for 20 weeks before resuming benefit, or in what way people, already destitute from prolonged unemployment, are to qualify for benefit?

There is no Regulation to this effect. My hon. Friend is, I think, reading into Section 6 (1) of the Insurance Act of a year ago more than it enacts. I will write him, fully explaining its operation, and am, meanwhile, inquiring into the case, particulars of which he has sent me.
