asked the President of the Board of Education whether, when the education of children between five and six years of age is no longer compulsory, he will advise local education authorities in congested areas to allow these children reasonable access to school playgrounds?

The use of school playgrounds during school hours by children not attending the schools is open to obvious objections. Their use out of school hours would not be: desirable without supervision, and, so far as extra expenditure by the local education authorities is involved on that account, my right hon. Friend does not think he would be justified in asking them to incur it.
