On a point of Order. There is a question on the Paper, Mr. Speaker, in the name of my hon. Friend the Member for Barnard Castle (Mr. Swan), and it seems in danger of being passed over. May I ask your ruling as to what an hon. Member should do who puts down a question, and then finds he is detained in one of the Committees upstairs?
