asked the Minister of Transport whether, owing to the danger to the public caused by taxi-cabs crawling for hire through certain more congested thoroughfares and points of greatest traffic congestion in London, which must entail a division of the driver's attention potential fares on the pavement and the varying conditions of the traffic, he will take steps to prevent the continuance of this custom?
