Mr. ATKEYasked the Under-Secretary for Foreign Affairs whether the United States Government have negotiated a loan to Roumania on terms of being granted certain concessions in regard to the production and export of oil from that country; whether His Majesty's Government have granted, or are about to grant, any loans to Roumania; and, if so, whether the terms of such loans have included, or will include, any concessions in relation to the production and export of oil?
