asked whether the Government, following the Serbian precedent, when the government of that country was not recognised, will remove all restrictions on Russian trade and intercourse.

All necessary facilities will be afforded for bonâ fide trade with the Russian people consistent with security against its abuse either for the sale of arms or for propaganda.
