4. Mr. ALLEN PARKINSON

asked the Under-Secretary of State for Foreign Affairs whether negotiations are now proceeding between representatives of the Russian co-operative societies and the Government or private firms in Italy for the exchange of trade, and whether the vessels "Emma" and "Constantinople" have already arrived at Genoa from Odessa with produce from Soviet Russia?

Mr. HARMSWORTH

With regard to the first part of the question, His Majesty's Government have no definite information, but it is understood that an Italian Socialist Mission desires shortly to proceed to Moscow. We are making further inquiries. His Majesty's Government have no information regarding the second part of the question.

Lieut.-Commander KENWORTHY

Is the hon. Gentleman aware that if the Italians establish these relationships before us they are likely to obtain trade which British merchants would otherwise obtain? Will steps be taken to hasten negotiations for our people trading?

Mr. HARMSWORTH

As the hon. Member knows, those negotiations are now proceeding.

Lieut-Commander KENWORTHY

They can be hastened.
