§ Mr. BONAR LAWThere is no Inter-Allied Commission charged with the control or discipline of the Army of the Rhine. All the Rhine troops, with the exception of the Americans, are under General Degoutte. The American troops are subject to the orders of the President at Washington as Commander-in-Chief of the American Army.
