My right hon. Friend has repeatedly considered this question, but, much as he sympathises with the pensioners who, like others dependent on small fixed incomes, are greatly affected by present conditions, he regrets he does not see his way to propose legislation in order to give relief to the particular class of pensioners in whom the hon. Member is interested.
